Organization Overview

The establishment of The Center for Public Policy Transformation in Indonesia (Transformasi) in 2014 was driven by the vision to contribute to the process of decentralization through strengthening credibility, responsibility, transparency and accountability of local government to govern more effectively through effective policies. The organization’s mission is to promote knowledge, evidence, and best practices as the basis of the policy-making process and encourage deliberative involvement of stakeholders in the process. Transformasi works with think tank groups to conduct policy research, case study analysis and facilitate policy forum involving mayors and district heads in order to identify the best possible recommendations for policy makers.

Transformasi is hence committed to building awareness of policy makers, particularly at the regional level, to recognize the importance of good information to address critical issues, deepening their understanding of existing problems and using such evidence to explore alternative policy options for an improved decision making.

 

Position Description

Transformasi is a dynamic and fluid organization that needs to continually examine itself and the impact of its work. The organization is currently going through a strategic visioning process in order to best inform the future focus on the organization. Transformasi is looking for a thoughtful and energetic leader, to serve as the Executive Director, who will be central to the organization as it evolves to meet the challenges of our programs in the future.

The Executive Director at Transformasi is a strategic leader who reports to the Board of Directors. The Executive Director (ED) is responsible for the successful leadership and overall operational and managerial responsibility of the organization according to the strategic direction set by the Board of Directors. He or she recruits, manages, and supervises Transformasi staff, directs the financial operations of the organization and focuses the organization on the attainment of short-term and long-term goals. The Executive Director provides leadership to the Board in planning for future of the organization and, based on Board direction, develops and oversees annual objectives. As a hands-on leader, the Executive Director oversees some direct program planning for specific assignments.

Primary Leadership Responsibilities

  1. Fund Development and Resources Review:
    1. Create and oversee a comprehensive fund development plan that provides long-term diversified, sustainable support for the organization.
    2. Seek and obtain funds to support the mission, goals and purposes of Transformasi including collaborative efforts to implement join programs with potential partners
    3. Communicate effectively with, and can gain confidence of, potential and current major donors.
    4. Report to the Board regularly on the organization’s financial performance in relation to the annual budget.
    5. Ensure compliance with all government and funder reporting requirements.
  2. Program Administration and evaluation:
    1. Oversee the work funded by key major funders to ensure all actions are consistent with the mission, goals and purposes of Transformasi
    2. Provide leadership in implementing the ongoing organization development.
    3. Develop Annual Activities Plan of the organization.
    4. Continuously analyze the changing external environment and develop strategic responses to those changes.
    5. Make sure the funded projects are high quality, on budget, and on schedule.
    6. Effectively oversee multiple and/or complex budget from various projects and contracts.
  3. Board and staff relationships:
    1. Communicates regularly with the Board of Director on any significant issues affecting the organization.
    2. Develop an annual budget and report to the Board regularly on the organization’s financial performance in relation to the annual budget.
    3. Oversee administrative, personnel and financial management of the organization.
    4. Act as the representative of the organization as it relates to public relations and fund raising efforts of the organization.
    5. Ensure a team building culture that builds on the development of trust, mutual respect and open communication.
  4. Relationship Building, Collaboration and Partnership Development
    1. Develop strong collaborative relationships with partners who will carry out projects that address Transformasi goals.
    2. Establish and strengthen ties throughout the region that will synergize grant funding, create project partnerships and draw public attention to Transformasi work.
    3. Develop a strong spirit of collaboration between multiple and diverse stakeholders through joint grant development and collaborative projects.
    4. Carry out relevant outreach consistent with Transformasi strategic plan.
    5. Raise the regional and National profile and presence of Transformasi.
    6. Build partnerships and enhance collaborative decision-making and joint project implementation.
    7. Increase the number of diverse and engaged stakeholders.

Desired Qualifications and Skills:

  1. Possess an advanced degree, ideally in Public Policy or a related field.
  2. At least ten years of leadership experience, preferably in a non-profit organization or national or international development program with public policy as a focus.
  3. Have a good understanding knowledge and experience in public policy strengthening program
  4. Good public speaking skill, strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal abilities
  5. Strong network, public relations and fundraising experience with the ability to engage a wide range of donors, stakeholders and cultures.
  6. Strong strategic planning skills and an orientation to helping an organization grow into the future, excellence in organizational management with the ability to coach and develop staffs.
  7. Ability to work effectively in collaboration with diverse groups of people.

Dengan dukungan dari Indonesian Climate Change Trust Fund (ICCTF), Transformasi akan mengelola Proyek Adaptasi Perubahan Iklim di Kabupaten Gorontalo, Provinsi Gorontalo selama satu tahun. Proyek ini bertujuan untuk mengkaji kerentanan dan risiko terhadap perubahan iklim, serta mengembangkan strategi adaptasi perubahan iklim beserta para pemangku kepentingan di sektor-sektor yang paling rentan terhadap perubahan iklim. Sektor-sektor ini akan diidentifikasi dalam pelaksanaan program.

Proyek berlangsung sejak April 2016 hingga Mei 2017 dengan fokus area di Kabupaten Gorontalo. Untuk memastikan koordinasi yang efektif dengan para pemangku kepentingan di tingkat kabupaten serta tim proyek di tingkat nasional, Transformasi mencari kandidat terbaik untuk mengisi posisi District Coordinator dengan tanggung jawab dan kualifikasi sebagai berikut :

Ruang Lingkup Pekerjaan:

A.     Pelaksanaan Proyek

  • Berkoordinasi dengan koordinator proyek (di Jakarta) untuk  melaksanakan dan memastikan kegiatan di lapangan  berjalan secara efektif untuk mencapai target yang telah ditentukan dalam rencana kegiatan dan anggaran
  • Mengatur dan mempersiapkan pertemuan dengan Pemerintah, LSM lokal, perguruan tinggi dan masyarakat
  • Memastikan proses pengumpulan data berjalan dengan baik dan memastikan kualitas data yang terkumpul sesuai dengan target yang telah ditetapkan
  • Berkomunikasi dengan Kelompok Kerja (Pokja) yang terdiri dari pemerintah daerah, universitas lokal dan LSM lokal untuk memastikan keterlibatan mereka dalam pertemuan Pokja dan pelaksanaan proyek
  • Melaksanakan dan menindaklanjuti kegiatan di lapangan sesuai arahan koordinator proyek dan yang telah direncanakan di dalam proyek

B.      Pengontrolan Kualitas Program

          Membantu tenaga ahli dan Koordinator proyek untuk:

  • Memberikan data dan informasi kepada koordinator proyek secara berkala sebagai bahan pembuatan laporan perkembangan kegiatan yang terdiri dari laporan bulanan, laporan tiga bulanan, laporan enam bulanan dan laporan akhir tahun
  • Memberikan informasi perkembangan (update) terhadap hal-hal yang dipandang dapat menghambat pelaksanaan proyek (diluar laporan rutin)
  • Mengidentifikasi dan memberikan masukan terhadap kemungkinan risiko potensial yang akan dihadapi dalam pelaksanaan proyek dan memberikan masukan penanganannya

C.      Keuangan

  • Memahami prosedur penggunaan dana proyek sesuai prosedur keuangan yang telah ditetapkan. 
  • Menggunakan dana proyek yang telah disetujui secara bertanggung jawab dengan cara memberikan laporan penggunaan dana dan seluruh dokumen pendukungnya secara lengkap dan benar kepada koordinator proyek.

Kualifikasi:

  • Memiliki pendidikan minimal S-1 di bidang sosial, pembangunan dan sejenisnya yang relevan
  • Memiliki kemampuan komunikasi verbal, menulis dan analisa yang baik
  • Mampu mengoperasikan komputer terutama Ms. Word dan Ms. Excel dengan baik
  • Memiliki ketertarikan pada bidang / isu perubahan iklim, lingkungan, pembangunan dan kebijakan publik
  • Memiliki setidaknya pengalaman kerja selama 3 tahun di bidang yang sama baik dengan Pemerintah Daerah, LSM local / Internasional (lebih dipertimbangkan)
  • Memiliki Inisiatif tinggi, mampu memfasilitasi diskusi dan mampu bekerjasama dengan masyarakat dan Pemerintah Daerah
  • Mampu bekerja bersama tim dan bekerja di bawah supervise minimum
  • Pekerja keras dan bersedia bekerja hingga diluar jam kerja bila diperlukan 
  • Mampu bertindak sebagai penghubung antara Transformasi dengan Pemerintah Daerah, Univiersitas local dan LSM local dalam kaitannya dengan pelaksanaan proyek

Penempatan: Kabupaten Gorontalo. Diutamakan SDM lokal yang memenuhi kualifikasi.

With the support from Indonesian Climate Change Trust Fund (ICCTF), Transformasi manages a one-year project titled “Strengthening Institutional Aspects of the Local Government in order to Integrate Climate Change Adaptation into the Local Development Plan” in Gorontalo District, Gorontalo Province. The project is aimed to improve the capacity of the government to assess vulnerability and risk to climate change, then develop a climate change adaptation strategy along with stakeholders in sectors most vulnerable to climate change. These sectors will be identified during program implementation. The strategy will serve as the basis for Regional Adaptation Plan for Climate Change Adaptation (Rencana Adaptasi Daerah Adaptasi Perubahan Iklim, in short is RAD-API). 

To support the aforementioned project, Transformasi is looking for a Climate Change Adaptation Technical Specialist (CCA TS). 

The CCA TS is a non-fulltime job for May 2016 - March 2017 period with work area covers Jakarta and Gorontalo district.

The CCA TS will be working with Transformasi team (Project Director, Project Coordinator, Field Facilitator and Policy Analyst), local government bodies, local NGOs and local universities to:

  1. Update the existing climate change vulnerability assessment and synthesize it into climate change adaptation scenarios.
  2. Develop a climate change adaptation strategy for Gorontalo District based on the assessment and scenario as well as consultation with multi stakeholders.
  3. Engage with policymakers (as part of Transformasi team) at the district, provincial and national levels through executive meeting, FGD, policy forum, i.e. as resource person or facilitator.
  4. Intensely work with working groups as key stakeholders to achieve set deliverables.

Desired Qualifications and Experiences

  • Possesses an advanced degree in Environment, ideally in Climate Change Adaptation or a related field.
  • Has proven experience in climate change adaptation research projects, preferably those having experience conducting vulnerability assessment or CCA strategy
  • Has at least 5 years of experience working with non-profit organizations or research institutes/ center studies or national or international development agencies in Indonesia, with Climate Change Adaptation as a focus.
  • Possesses sound understanding on climate change adaptation related environmental policies and practices, decentralization policies, and related regulations at the national and sub-national level as well as international (RAN-API, SDG’s, NAMA’s, UNFCCC, etc.)
  • Has a good network with climate change adaptation policy actors at the national level
  • Is familiar with the policy making process at the national and sub-national level.
  • Has good public speaking skill, strong written and verbal communication skills, writing skill, is a persuasive and passionate communicator with excellent interpersonal abilities
  • Has proven experiences working with stakeholders at the district level, including the local government, academics, and CSOs.

The Program Director is expected to work from May 1st, 2016 – May 31st, 2017 with work area covers Jakarta and Gorontalo district.

Main responsibilities:

  • Responsible for the ICCTF program output achievement
  • Develop and implement program operation, monitoring and evaluation
  • Responsible for the reporting of program achievement to Donor
  • Responsible for the overall program budget
  • As the focal point for Transformasi in relation to the ICCTF program

Qualifications:

  • Minimum 5 years in management and program coordination roles in national research, training and development projects and programs. Experience must include capacity building for domestic institutions, project management, grant-making, monitoring and evaluation and research.
  • Experience working with government organizations, particularly government officials at the provincial and district levels, would be an asset.

Currently Transformasi is looking for an HR & Operation Coordinator to support its activity.

The HR & Operations Coordinator will develop and administer all human resource initiatives and provide HR support to all departments.

Reporting to the Finance & Administrations Director, the HR & Operations Coordinator will provide update, input and recommendations in HR and day to day issues.

He/she will also be responsible to ensure the smoothness of day to day operations of the organization and office. By assisting the Finance & Administration Director developing and implementing various systems and maintaining positive relationships with vendors, clients, and internal staff, the HR & Operations Coordinator will help Transformasi to function effectively and efficiently.

Qualifications:

  • Have ability and fully understand about all kind of agreement activities (from drafting up to review include finalising contract / agreement letter).
  • Poses the ability in making regulation with comprehensive knowledge in legal documentation and foundation operation.
  • Understand permit & license (SIUP, TDP, Domicile or others related).
  • Having good understanding in Law & Constitution with good networking within the government agencies (especially Disnaker).
  • Strong written and verbal communications skills.
  • Strong interpersonal skills and adept at employee relations including conflict resolution.
  • Client focused, customer service disposition.
  • Demonstrated ability to prioritize multiple tasks simultaneously and exercise confidentiality.
  • Highly organized and self-motivated.
  • Demonstrated commitment to working with a diverse staff.
  • Knowledge of payroll software is a plus.

Job Description:

Human Resources & Legal

  • Research, implement and administer organization benefit plans.
  • Maintain all personnel policies and procedures and provide guidance and interpretation to staff.
  • Maintain in-depth knowledge of legal requirements related to HR, reducing legal risks and ensuring regulatory compliance.
  • Maintain knowledge of industry trends and make recommendations to Finance & administration Director for improvement of organization’s policies, procedures and practices on personnel matters.
  • As point person for all staff regarding HR matters.
  • Conduct full-cycle recruitment of new employees, including placing advertisements, developing contacts with recruiting sources, consulting with internal hiring users and managing orientation and onboarding process, reviewing resumes and make candidate shortlist, coordinating and conducting interviews, reference checks and background checks, drafting offer letters
  • Support the Finance & Administration Director in developing and maintaining human resources systems that meet Transformasi personnel information needs.
  • Manage staff training/development program.
  • Identify and work with external HR consultants and attorneys on special projects as needed.
  • Maintain all personnel and legal documents/files.
  • Oversee performance evaluation procedures.
  • Act as back-up to Finance Officer for payroll processing.

Operations

  • Manage and oversee office services functions including office equipment, supplies and vendors.
  • Supervise Receptionist/Office Assistant and driver.
  • Update and maintain operations manuals.
  • Play leading role in office space management, including the anticipation of office space needs and managing office moves.
  • Serve as contact person for employees and vendors regarding office operations.
  • Track staff requests pertaining to operations and liaise with building property owner regarding tenant-landlord issues.
  • Maintain current professional insurance policies and act as point person for insurance certificate requests from staff, vendors and clients.
  • Closely work with the procurement officer for office operation.
  • Communicate with real estate advisors, brokers and building owner regarding lease negotiations.
  • Handling BPJS (employment & health), visa and working permit.
